Computers running QuickTest Pro using a concurrent license must always be able to access the QTP concurrent license server. If your HP QTP instance is not able to start and displays "Cannot talk to the license manager. "LocalHost" server not running", it means that your QuickTest Pro concurrent license server is down. Launch services.msc from the Run option on the Start Menu. Locate the Sentinel LM service and click Start.
