The test cases that should be automated with HP QTP 9.5 first are the ones that are highly repetitive and long, for example - test case has to be executed for every build, test case uses different data for the same set of actions and test case has to be executed for different browser platforms. As experience test automation engineer you have to keep in mind stability of application and tend to automate test cases which will not change drastically. My general rule for test automation with HP QTP - if you aren't sure whether or not you should automate - don't automate.
